Turkish SME financial support programs
Overview
Turkey continues to expand financial support for small and medium-sized enterprises (SMEs) through the Small and Medium Enterprises Development and Support Administration (KOSGEB). Following the August 2026 announcement of the third period for the Capacity Development Support Program, Salih Zeki Murzioğlu, President of the Samsun Chamber of Commerce and Industry, urged local businesses to apply. He noted that the program covers machinery, software, personnel, and industrial property rights, emphasizing that SMEs must prioritize digitalization, efficiency, and branding to remain competitive.
In September 2026, Minister of Industry and Technology Mehmet Fatih Kacır introduced a new initiative under the KOSGEB Global Competitiveness Support Program. This package offers loans of up to 75 million lira, a 20-point non-refundable financing support, and guarantees from the Credit Guarantee Fund (KGF). The program targets fast-growing exporters, high-technology medium-sized enterprises, and businesses involved in priority programs such as HAMLE or Turcorn 100 to encourage high-value-added production and international market strength. Minister Kacır stated that the program has provided 3 billion lira in financing since its inception in 2025. Applications for this new package are open until September 30.
