Turkish state data breach and espionage investigations

Overview

Turkish authorities have launched investigations into significant data breaches and espionage involving state-linked software systems.

In one operation, the National Intelligence Organization (MİT) and other agencies targeted Ankara-based Aydo Yazılım. The investigation found that the company’s union management software contained a query interface allowing unauthorized access to the personal data of non-union members, potentially compromising over 2 million public employees. Investigators noted the system used deceptive labeling to imply data was sourced directly from the General Directorate of Population and Citizenship Affairs.

Concurrently, the Justice Ministry announced a probe into political and military espionage involving the Financial Crimes Investigation Board (MASAK). The investigation focuses on security breaches within the Integrated Financial Intelligence System (EMIS) between 2012 and 2018. Authorities allege that protection systems for the Politically Exposed Persons (PEP) list were disabled, enabling unauthorized queries regarding President Recep Tayyip Erdoğan, his relatives, and government ministers.

Recent developments in the MASAK probe indicate that FETÖ-linked individuals and companies influenced the development of the EMIS digital infrastructure. Technical analysis confirmed the disabling of the PEP protection system. As a result, 22 suspects are facing legal action, with five already detained. Additionally, trustees have been appointed to the companies AGMLAB A. Ş. and MRD A. Ş.
