Turkmenistan national development strategies
Overview
Turkmenistan has introduced several long-term national strategies focused on socio-economic development and institutional frameworks.
In August 2026, the government launched the ‘Strategy for the Development of Higher Vocational Education in Turkmenistan for 2026–2052’. This initiative, which includes a specific implementation plan for 2026–2030, aims to improve educational quality, align professional training with labor market demands, and increase the international competitiveness of the national education system.
Following this, the President signed additional decrees to expand national policy. These include the ‘National Strategy for Industrial Development of Turkmenistan for 2030–2045’ and the ‘State Program on Youth Policy in Turkmenistan until 2031’, which seeks to involve youth in science, education, and technology. Furthermore, the ‘International Law and Turkmenistan’s Neutrality’ concept was approved to reinforce the country’s foreign policy and its commitment to permanent neutrality in alignment with international law.
