Tuzla Canton driving school exam dispute

Overview

The dispute over the new digital driving exam system in Tuzla Canton has escalated into a conflict between cantonal and state-level authorities. Following the Association of Driving Schools and Instructors’ announcement of peaceful protests scheduled for August 12 through 14, 2026, the Ministry of Education and Science has maintained its refusal to abandon the software.

Minister Ahmed Omerović has defended the system as a tool to “increase transparency and efficiency in controlling driving schools.” This stance has drawn opposition from the state-level Ministry of Communications and Transport. Minister Omerović specifically criticized state Minister Edin Forti for leaking official documents to social media, arguing that institutional communication should rely on official channels rather than social media posts.

The impasse continues to affect approximately 300 driving candidates who remain in a state of uncertainty. To address the backlog, the Cantonal Ministry is currently verifying documentation from driving schools and Red Cross organizations to confirm that candidates have completed necessary theoretical and first aid training. For those whose schools have not yet integrated into the new digital system, the Ministry has provided an option to submit documentation personally to expedite the testing process.
