Uganda opposition MP Kivumbi reappears, charged

Overview

In early July 2026 Uganda’s opposition National Unity Platform (NUP) deputy for Buganda, Hon. Muwanga Kivumbi, vanished after his release on bail. NUP leader Bobi Wine claimed he was abducted in daylight, taken to a Special Forces barracks and tortured “to near death.” His lawyers filed a habeas‑corpus petition naming senior police and military officials, demanding his production alive or dead.

Further updates in late July confirmed that Kivumbi’s disappearance began on 10 July, the day after his release from six months of detention on terrorism‑related charges. His attorney described his vehicle being stopped in the Mbeere area, with armed men—some in uniform—forcing him into a civilian truck. Police and the army denied any custody while legal action continued.

On 29 July 2026 Kivumbi resurfaced after 18 days in unknown security custody. He was first taken to Nateete Police Station and, under tight security, transferred to the Butambala Chief Magistrate’s Court. There he was charged under section 53 of the Penal Code Act with inciting violence and managing an unlawful society. He pleaded not guilty, sought bail, and was remanded pending a mention hearing slated for 11 August 2026. Prosecutors allege that at a public gathering on 9 July 2026 he encouraged the public to overthrow the government.

The case follows a High Court order directing the Chief of Defence Forces, the Inspector General of Police and the Attorney General to determine Kivumbi’s whereabouts. Both police and the Uganda People’s Defence Force continue to deny holding him. Legal proceedings remain ongoing, raising renewed concerns over enforced disappearances and the treatment of opposition politicians in Uganda.
