UK crackdown on illicit tobacco
Overview
Mid‑July 2026 local Trading Standards raids in Weston‑super‑Mare and Sheffield seized illegal cigarettes, hand‑rolling tobacco and counterfeit vapes, resulting in community‑order sentences and fines for shop owners. A week later, national authorities launched Operation CeCe, confiscating more than 33 million illicit cigarettes and over 800 kg of untaxed hand‑rolling tobacco nationwide – a haul valued at roughly £24 million and generating £3.5 million in penalties and licence cancellations.
The operation’s momentum continued through late July. In Wolverhampton, Muzy Mini Market was found with nearly 2,000 illegal cigarettes, non‑duty‑paid cigarettes, non‑compliant vapes, banned lighters and counterfeit drinks; its licence was revoked and an immigration breach uncovered. Multi‑agency raids in Lincolnshire and Grimsby (23‑29 July) seized further illegal cigarettes, cannabis‑flavoured vapes and cannabis plants, arrested two workers for immigration violations and issued a civil‑penalty notice to the employer.
On 28 July the national tally was reiterated, and on 29 July Sandwell Council cancelled the licence of G&G Market after evidence of repeated sales to a child, while Newcastle magistrates ordered a three‑month closure of Cobra Vape Shop linked to a previously shut outlet.
Early August saw Operation Etone in Warwickshire and Nottinghamshire, the largest coordinated county effort to date. Officers intercepted a vehicle in Nottinghamshire, seizing 7,540 counterfeit cigarettes and 74 packs of illegal hand‑rolling tobacco, bringing local seizure totals since October 2023 to over £1 million.
In late August, a crackdown in Accrington, Lancashire, led to the seizure of illicit cigarettes, tobacco, and vaping products valued at over £4,300, alongside unlawfully held prescription medications and unsafe fireworks.
