Ukraine mobilization and defense procurement updates
Overview
The Ukrainian government has moved to reform mobilization rules to address abuses in employment-based exemptions. Initially, officials considered tightening restrictions to prevent companies from shielding employees from conscription, with proposals to reduce exemption rates for various sectors through a new coordination and audit process.
Following these considerations, new decrees were implemented allowing companies in the defense industrial complex and the fuel-energy sector to reserve up to 95 percent of employees with military obligations to protect essential production.
Parallel to these mobilization changes, authorities concluded a corruption investigation regarding the procurement of military drones. The investigation revealed that reconnaissance drones were purchased at rates 60 to 90 percent above market value, causing a 254 million hryvnia loss. In response, officials froze millions of dollars in foreign assets and seized domestic funds as part of proceedings against five suspects.
