Overview

The Ukrainian steel industry has faced a near-total shutdown following Russian ballistic missile strikes on major production facilities. The attacks targeted key sites including Zaporizhstal, Kamet Steel, and ArcelorMittal’s plant in Kryvyi Rih, which together represent approximately 90% of the nation’s total steel output.

Metinvest executive Oleksandr Vodoviz stated that the strikes have left the country without a functioning steel industry, damaging critical infrastructure such as blast furnaces and railway systems. While the Russian Ministry of Defense claimed the facilities supplied steel for military armor, Metinvest executives rejected this, asserting the plants produce goods strictly for civilian uses.

ArcelorMittal has since announced the indefinite suspension of all operations at its Kryvyi Rih plant following a series of four missile attacks over a five-week period, the most recent occurring on September 21. These strikes caused extensive damage and resulted in the deaths of five employees and injuries to 17 others. Due to the severity of the destruction and safety concerns, CEO Mauro Longobardo stated the plant can no longer be operated in a safe or sustainable manner.

The company is currently negotiating with the Ukrainian government to focus on preserving existing infrastructure for potential future restarts once peace is restored. ArcelorMittal expects to record an accounting write-down of approximately $1 billion regarding the plant’s value, having already provided over $700 million to support its Ukrainian operations since the beginning of the conflict.
