Urban infrastructure and jurisdictional disputes in Banja Lū
Overview
Residents and local representatives in Banja Luka have raised concerns regarding urban development and infrastructure. In the Starčevica neighborhood, citizens are opposing the expansion of paid parking zones, arguing that the city must address a severe shortage of parking spaces and improve amenities like schools and playgrounds before introducing new fees.
Further reports indicate that Banja Luka is facing significant environmental and quality-of-life challenges. Air quality measurements have reached unhealthy levels, with PM2.5 concentrations indicating poor air quality in the city center and Paprikovac. Additionally, local surveys highlight growing dissatisfaction with traffic congestion, inadequate pedestrian infrastructure, and the loss of green spaces due to ongoing residential and commercial construction.
The parking dispute has escalated into a legal conflict regarding mayoral authority. While the City Assembly granted the mayor power to issue parking regulations in August, legal experts and officials are questioning the legitimacy of this delegation. Lawyer Aleksandar Jokić argues that the mayor lacks this authority, citing a previous Constitutional Court of Republika Srpska ruling that such regulations must be issued by the City Assembly. Jokić suggests that a final court decision regarding this matter could take up to 18 months.
Ljubo Ninković, President of the City Assembly, stated that the mayor is encroaching on the Assembly’s jurisdiction over city property and indicated he may initiate a formal assessment of the regulation’s constitutionality. Similarly, Dijana Ješić of the Narodni Front expressed concern that the August decision improperly transferred powers that should remain with the Assembly.
