Uruguay public health and treatment expansions
Overview
Uruguay has implemented several initiatives to expand public health access and treatment capabilities.
In late August 2026, the National Drug Board approved the Integral System for Drug Care and Treatment. This system is designed to strengthen responses to problematic substance use through decentralized prevention, co-responsibility agreements with faith communities, and the opening of the Lindolfo Center in Ciudad Vieja. A mobile application is also being developed to provide guidance to families and professionals.
Concurrently, the government announced the incorporation of 12 new medications into the National Integrated Health System’s Therapeutic Drug Formulary (FTM). This expansion, involving the Ministry of Public Health, ASSE, and Conaiamc, aims to expand treatment access without increasing per capita costs or requiring additional institutional expenditure. This follows previous additions in August for multiple sclerosis, cystic fibrosis, and pulmonary arterial hypertension.
Patients will access these treatments through a standard medication ticket, which averages approximately 300 pesos, significantly reducing costs compared to private pharmacy prices. The rollout will occur in three stages:
In September 2026, the formulary will add Empagliflozin or Dapagliflozin (chronic kidney disease), Tiotropium (COPD), Oral Labetalol (hypertension in pregnancy), and nicotine replacement.
In October 2026, the expansion will include Dienogest, Oral Fosfomycin (uncomplicated acute cystitis), Piperacillin/Tazobactam (severe infections), and Cinacalcet (hyperparathyroidism).
In November 2026, the final stage will add Tenofovir (Hepatitis B), Linezolid, and Tigecycline (severe or complex infections).
President Yamandú Orsi and Health Minister Cristina Lustemberg stated the update is based on criteria of “efficacy, safety, equity, accessibility, and sustainability.”
