Overview
Reports indicate that the Trump administration attempted a large-scale operation to fracture the Iranian state by offering massive financial inducements to senior military leadership. The strategy, described as a “leadership-buyout operation” modeled after tactics used in Venezuela, aimed to induce Islamic Revolutionary Guard Corps (IRGC) Commander-in-Chief Ahmad Vahidi and other high-ranking officials to break away from the central government in Tehran to create conditions for regime decapitation.
The operation reportedly involved inducements totaling “billions of dollars.” A communication channel for these efforts was established in May 2026 through Nechirvan Barzani, the President of the Kurdistan Region in Iraq, following contact between then-DNI Tulsi Gabbard and Barzani. This channel was reportedly authorized by Donald Trump and Vice President JD Vance. The attempt was ultimately unsuccessful as General Ahmad Vahidi rejected the offers.
