Overview
The United States has implemented a new tariff structure on imported drones and components, citing national security concerns and the need to strengthen the domestic defense industrial base. Under the proclamation signed by President Donald Trump, drones exceeding 25 kilograms in takeoff weight or those featuring thermal imaging capabilities are subject to a 100 percent ad valorem tariff. This rate also applies to docking stations and specific critical components, while smaller drones without sensitive capabilities face a 25 percent tariff.
Tariff rates vary by origin; imports from the European Union, Japan, South Korea, Taiwan, Switzerland, and Liechtenstein face a 15 percent tariff if technology is substantially sourced from those regions, while United Kingdom imports incur a 10 percent rate. Most measures are scheduled to take effect on September 3.
In response, China has accused the United States of “unilateralism and protectionism applied under the pretext of national security.” He Yadong, spokesperson for China’s Ministry of Commerce, argued that the U.S. measures “overgeneralize the concept of national security,” noting that Chinese drone exports are primarily for civilian uses such as agriculture and inspection. Beijing has called for the immediate repeal of the tariffs, which it claims were implemented under Section 232 of the Trade Expansion Act. Chinese officials further rejected U.S. allegations regarding a “shadow transshipment network,” labeling such claims a false narrative intended to suppress Chinese industry.
To complement these tariffs, the U.S. is adopting a “whole-of-government” approach to bolster the domestic unmanned aerial vehicle (UAV) industry. The Bureau of Industry and Security has issued a final rule easing export controls on certain civilian drones by increasing the minimum UAV endurance required for national security controls from 30 minutes to three hours.
