US daylight‑saving time legislation

Overview

Following the House vote on July 13, the bipartisan Sunshine Protection Act passed 308‑117 and moved to the Senate. President Donald Trump hailed the measure as a “big win for the Republican Party” and called the biannual clock change a waste of time and money. The bill would keep the March‑November daylight‑saving schedule year‑round while allowing any state to opt out and retain standard time. Supporters argue it would cut sleep disruptions, workplace injuries and car accidents and boost evening tourism and economic activity. Opponents, led by Sen. Tom Cotton and medical groups, warn that darker winter mornings could endanger commuters, schoolchildren and circadian health. An alternative proposal, the Sunshine for Our Kids Act, seeks permanent standard time while still permitting states to adopt DST. Nineteen (nearly 20) states have already passed legislation ready for year‑round DST pending federal approval. The Senate is reviewing a companion proposal backed by 18 bipartisan senators.
