US diplomatic mission to Paraguay and Argentina

Overview

High-ranking United States officials, including Deputy Secretary of State Christopher Landau and Assistant Secretary Juan Pablo Segura, initiated a regional tour of Paraguay and Argentina in mid-October 2026. The mission aims to strengthen bilateral ties, enhance security cooperation against transnational crime, and promote economic growth through increased investment.

In Paraguay, the delegation formalized several strategic agreements, including $11.75 million in bilateral security aid. This includes $6.25 million for general security and $5.5 million for counterterrorism, digital forensics, and border security. New measures include the establishment of an International Narcotics and Law Enforcement (INL) office in Asunción to serve as a regional hub, the deployment of a permanent anti-terrorism advisor, and an aerial interception assistance agreement to monitor illegal drug flights.

Economic and energy cooperation expanded with Uranium Energy Corp (UEC) announcing a $12 million investment to develop uranium concessions. The nations also entered negotiations for a “123 Agreement” to facilitate the export of civilian nuclear technology from the U.S. to Paraguay. Additionally, a partnership between U.S. firm Crusoe and Paraguayan company Araico was formed to build high-performance computing infrastructure powered by renewable energy from the Itaipú dam.

In Argentina, the mission faced complexities regarding the proposed National Sovereignty Defense Law. This legislation seeks to impose sanctions on companies involved in resource exploitation in the Malvinas Islands without Argentine authorization. While Deputy Secretary Landau noted that Washington is “monitoring the interests of its companies,” he stated the U.S. respects Argentina’s legislative process. President Javier Milei met with Landau at Casa Rosada to discuss bilateral relations amidst these legislative discussions.
