US Europe troop posture review
Overview
In late July 2026, the Pentagon initiated a six‑month Europe Posture Review aimed at shifting the primary responsibility for conventional defence from the United States to NATO allies. Announced by Under Secretary of War for Policy Elbridge Colby and Secretary of Defense Pete Hegseth, the review assesses roughly 80,000 U.S. troops, base locations, over‑flight rights, and other criteria across Europe. Early actions included the withdrawal of up to 5,000 soldiers from Germany, the termination of a rotational brigade in Romania, and the cancellation of an armored brigade deployment to Poland. While President Donald Trump directed an additional 5,000 troops to Poland, that move has not yet been implemented. By mid-September, the scope of the review has been clarified to include the evaluation of support systems such as intelligence, cyber, and space capabilities. The Pentagon is exploring a model where Europe leads its own defense while the U.S. provides more limited support, primarily focusing on nuclear deterrence. Pentagon officials are expected to present at least four deployment options to Secretary Hegseth by early November, with the full review slated for completion in December. European NATO allies have expressed concern regarding the potential reduction of the U.S. ‘security umbrella.’ There are fears that Europe may struggle to quickly replace critical U.S. capabilities in areas such as satellite intelligence, strategic transport, air defense, logistics, and long-range strike capabilities. This follows reports that the Pentagon’s inquiries to allies include questions regarding their support for the Trump administration’s foreign policy priorities and a reformed NATO vision. As of mid-September, reports indicate that senior Pentagon commanders are preparing to present formal plans to Secretary Hegseth regarding the reduction of U.S. assets. This potential drawdown follows reports that certain European allies declined to grant Washington access to their airbases for operations related to the conflict with Iran.
