US-Guyana migration cooperation agreement

Overview

Guyana has commenced the implementation of a new one-year migration cooperation framework with the United States. The first group of deportees, consisting of six Cuban and Afghan nationals with no criminal records, arrived in the country under the International Organization for Migration (IOM) Assisted Voluntary Return Programme. Under this arrangement, the United States covers relocation costs, while the IOM manages housing, support, and integration services. The Guyanese government maintains that it will not bear the financial burden of these individuals and retains the right to reject proposed arrivals.

As the program progresses, the agreement allows for up to 144 deportees to be sent to Guyana while their immigration statuses are determined. This has drawn criticism from opposition parties and the Guyana Human Rights Association (GHRA). Opponents, including the We Invest in Nationhood (WIN) party, have raised concerns that the influx of third-country nationals could strain national security, electricity, and health sectors. Critics have also called for increased transparency regarding the identities and legal statuses of those being relocated.
