Mexico contends the investigation improperly differentiates between “winter strawberries” and general strawberries and incorrectly treats certain eastern U.S. states as a separate regional market. This contradicts a March 2026 preliminary report from the U.S. International Trade Commission (ITC), which found no basis for such classifications. The potential impact on Mexico is substantial, as the production chain supports approximately 151,000 jobs and involves nearly 5,000 producers, 97% of whom operate on small plots of 10 hectares or less. In response to the duties, Mexican legislator Octavio Ocampo has called for a working group to defend producers in regions like Michoacán, proposing legal defense actions and emergency funds to mitigate economic damage. A final decision is expected by January 8, 2027. Broadening the context of these trade hurdles, the CNA has criticized what it calls “unserious” allegations from the U.S., noting that various restrictions on products like tomatoes, avocados, and beef have contributed to approximately $670 million in losses between January and July 2026.
