Overview
The United States has formally removed Syria from its list of state sponsors of terrorism, ending a designation that had been in place for 47 years. This follows a July 8 notification by President Donald Trump, who certified that the Syrian government under President Ahmed al-Sharaa had provided no support for international terrorism in the preceding six months. The process was initiated following a meeting between President Trump and President al-Sharaa at a NATO summit in Ankara.
After a 45-day congressional review period, the U.S. Department of State and the Treasury Department confirmed the removal. Treasury Secretary Scott Bessent stated the action aims to “foster additional investment in Syria to promote political and economic stability.” This decision is intended to facilitate international trade, investment, and economic reintegration to assist in reconstruction efforts following the collapse of the Assad government in late 2024.
In conjunction with this removal, the State Department revoked the Foreign Terrorist Organization designation for Hay’at Tahrir al-Sham, the group led by al-Sharaa that participated in the campaign to topple the previous regime. This shift follows a May decision by the European Union to lift economic sanctions. The Trump administration has also worked to ease export controls and rescind various layers of sanctions under the Caesar Act to support the transitional administration. Following this action, only Iran, North Korea, and Cuba remain on the U.S. list of state sponsors of terrorism.
