Overview

Intelligence cooperation between the United States and Ukraine has returned to high levels, reaching what officials describe as a pre-war peak. This renewed exchange involves the provision of real-time intelligence and specific data packages to assist Kyiv in its operational planning.

The intelligence is being utilized to enhance the effectiveness of Ukrainian drone and long-range missile strikes, specifically targeting Russian energy infrastructure and other sites within Russian territory. Senator Mark Warner, vice-chair of the Senate Intelligence Committee, has noted that the restored flow of intelligence is expected to increase pressure on Moscow as the conflict enters a decisive phase. This resumption follows a period of tension in February 2025, when the flow of intelligence and weapons was temporarily suspended after a meeting between President Donald Trump and President Volodymyr Zelensky.

Currently, the CIA is providing target packages that directly support Ukrainian precision strikes against Russian troop positions and energy infrastructure. Concurrently, President Zelensky has tasked Ukrainian ambassadors with securing additional military hardware, including Patriot and NASAMS air defense systems, fighter jets, and drone components. Zelensky has indicated that the success of these diplomatic missions should be measured by the volume of weapons and funding secured for Ukraine.
