Varna municipal administration and financial management

The Varna Municipal Council has been addressing administrative and financial management within the city. In mid-August, officials discussed the potential creation of a new municipal entity, such as a municipal enterprise or a single-member limited liability company, to manage urban maintenance. This proposed structure would oversee public services including road and sidewalk repairs, green space upkeep, waste collection, and winter maintenance, aiming to reduce dependency on external contractors.

On August 31, 2026, the Council held an extraordinary session to address eight key agenda items, primarily focusing on the allocation of funds for various municipal sectors for September and October, ahead of the formal adoption of the 2026 municipal budget.

Specific funding requests included provisions for the sports, education, youth, and culture and spiritual development directorates. The Council also considered a loan-based financing proposal for ‘City Transport’ EAD to ensure the company can meet its obligations to the National Revenue Agency (NAP) and other suppliers. Other agenda items involved the distribution of social support funds through the ‘Social Protection’ Fund for families and individuals in crisis, the selection of jurors for the Varna District Court for the 2027–2030 term, and decisions regarding the management and control of medical facilities, such as the Specialized Hospital for Active Treatment of Pneumo-Phthisiological Diseases in Varna.
