Veneto disability reform and inclusion rollout

In early August 2026, the Veneto regional government approved a €1.44 million training programme to support Italy’s national disability reform. Funded by the Ministry for Disabilities, the plan will be delivered across all 24 social-territorial areas starting in early 2027. The initiative is built around the “Project of Life” approach, which aims to place individuals with disabilities at the centre of care to promote autonomy and inclusion. Regional Social Affairs Assessor Paola Roma noted that Veneto has been designated as the pilot region for these training activities.

Following this, the region launched a free online training course for operators of the Single Desk for Business Activities (SUAP) through Unioncamere del Veneto, scheduled for September to November 2026. This effort is linked to broader digitalisation supported by the PNRR.

Regarding educational integration, the regional council approved a model to improve support for students with disabilities. This includes regional data mapping and the introduction of a “complex assistant” (assistente di plesso) role. This role is designed to move away from traditional one-to-one student-to-operator ratios, providing a stable presence to manage complex needs or emergencies, particularly in isolated locations. Monitoring will be conducted by the Regional Directorate of Social Services and ULSS companies, with a final operational model due by May 2027.

On a local level, the Nuovi Orizzonti territorial educational unit in Fiume Veneto, managed by Laluna Impresa Sociale, is already implementing community participation models. This involves individuals with disabilities engaging in local schools, libraries, and volunteer work, such as assisting in kindergarten meal preparation and participating in social activities with the elderly.
