Venice Commission review of Romanian integrity law
Overview
The Venice Commission has initiated an emergency review of Romania’s Law no. 180/2026, also known as the ANI Law or Integrity Law. The review focuses on whether the law’s provisions, specifically the so-called “Fritz amendment,” comply with European and international legal standards regarding retroactive sanctions.
Concerns have been raised by the Congress of Local and Regional Authorities of the Council of Europe and various European political groups, including the EPP and Renew, regarding the potential for retroactive application to terminate elective mandates. The USR party has alleged the legislation was designed to target political opponents, citing the case of former Timișoara Mayor Dominic Fritz.
To prepare its formal opinion, the Commission has requested meetings with several Romanian institutions, including the Parliament, the Presidency, the Constitutional Court, and the National Integrity Agency. The Commission is expected to adopt its opinion during a plenary session scheduled for December 11–12, 2026.
