Vietnam airport PPP development

Overview

In late July 2026, Vietnamese conglomerate FLC Group and U.S.-based HAS Development Corporation signed a framework agreement to study public‑private‑partnered upgrades of Phú Cát and Pleiku airports in Gia Lai province. The study followed provincial approval earlier in the month and marked the first step toward expanding capacity and service quality, though no final investment decision was made.

A week later, FLC appointed Michael Vu—formerly national director of Boeing Vietnam—as Vice President, tasking him with overseeing the group’s aviation activities and airport‑infrastructure projects, including the PPP study. At the same time, Bamboo Airways, an airline within the FLC ecosystem, suspended all charter flights between Hanoi and Lệ Giang due to operational constraints.
