Vietnam digital literacy and transformation initiatives

Vietnam is implementing digital literacy campaigns to advance national science, technology, and digital transformation goals.

In the Long Son commune of Ho Chi Minh City, digital technology teams are using a grassroots approach to reach residents in isolated aquaculture ponds and floating fish farms. These teams provide personalized training on mobile devices to help residents navigate online public services. This initiative follows the expansion of telecommunications infrastructure in the region, which serves as a significant economic hub hosting the Long Son Petrochemical Complex.

This movement has expanded to rural, highland, and ethnic minority areas in provinces such as Quang Ninh and Lao Cai. In Quang Ninh, instruction focuses on smartphone usage, electronic identification accounts, online administrative procedures, and cybersecurity awareness. In Lao Cai, the province has deployed over 20,000 members across 2,880 community digital technology teams. These teams use culturally appropriate communication to help residents access internet services, manage administrative tasks, and promote local products.
