Overview
Vietnam is advancing its energy sector through a combination of green diplomacy and infrastructure expansion to support its maritime economy.
Petrovietnam Exploration Production (PVEP) is prioritizing “green diplomacy” to facilitate international cooperation, seeking global partnerships to access technology and capital. Key objectives include reducing methane emissions, developing carbon-capture and storage solutions, and expanding into offshore wind power to enhance national energy security.
Simultaneously, energy infrastructure development is being scaled to support the country’s marine economy, including seaports and tourism. In central Vietnam, the Central Power Corporation (EVNCPC) is expanding power generation and grid investment to meet long-term targets under the National Power Development Plan VIII. While demand is projected to reach 10,000MW by 2030, capacity in certain provinces is expected to reach approximately 50,000MW. Local efforts, such as those in Quang Tri province, are specifically focused on building reliable power lines to sustain coastal tourism.
Recent strategic efforts by Vietnam Electricity (EVN) have expanded to include both renewable energy partnerships and the stabilization of traditional fuel supplies. EVN leadership has engaged in discussions with EDP Renewables (EDPR) regarding potential cooperation in solar power and Battery Energy Storage Systems (BESS), as well as the Direct Power Purchase Agreement (DPPA) mechanism.
To ensure immediate energy security, EVN and the Vietnam National Coal and Mineral Industries Holding Corporation Limited (TKV) have also focused on coal supply chain stability. An inspection of the Vinh Tan 4 Thermal Power Plant reviewed coal storage and port reception processes; as of late August 2026, the plant maintained a coal inventory of 548,000 tons following the receipt of 3.12 million tons of imported coal.
