Vietnam expressway expansion proposals

A consortium including CII Infrastructure Investment and Development JSC and IMIC Infrastructure Construction JSC has proposed large-scale expressway expansions in Vietnam using a Build-Operate-Transfer (BOT) model funded entirely by private capital.

In late August 2026, the group submitted a proposal to the Prime Minister to expand the Vinh Hao-Phan Thiet-Dau Giay expressway. The project, estimated at approximately 38,636 billion VND, would cover about 200 km across Dong Nai and Lam Dong provinces, upgrading the route to six lanes with a design speed of 100-120 km/h.

By late September 2026, the consortium expanded its proposal to the Ministry of Construction, seeking to upgrade over 550 km of the North-South Expressway. This larger project, estimated at 93 trillion VND, would upgrade the Quang Ngai-Nha Trang and Vinh Hao-Dau Giay sections to six lanes. Under this plan, investors would repay approximately 18 trillion VND to the state budget and receive toll collection rights starting January 1, 2028. Additionally, the Lam Dong Provincial People's Committee approved the consortium to study a 20 trillion VND coastal landscape road project to connect Ho Chi Minh City with Phan Thiet.

Amidst these proposals, broader national infrastructure developments are progressing, including the acceleration of Long Thành International Airport construction and the nearing completion of the Bến Lức - Long Thành expressway, which aims for a full opening by September 2026. Discussions also continue regarding the expansion of the North-South expressway and the allocation of local funds for the Gia Nghĩa - Chơn Thành highway.
