Vietnam political leadership and development strategy

Vietnam President and General Secretary To Lam has been outlining strategic priorities for the Communist Party and national governance. In late July, To Lam stated that the Party Central Committee does not propose a re-organisation of commune-level administrative boundaries, noting that the current two-tier local government system is stable. He emphasized that any adjustments should only be initiated by local provinces or cities based on specific needs and the “legitimate wishes of the people.”

By mid-August, the focus shifted toward leadership development and national resilience. During a training program for members of the 14th Party Central Committee, To Lam called for converting Party orientations into “concrete actions and coordinated results.” He identified four strategic transformations necessary for Vietnam to navigate a changing global environment: enhancing leadership capacity, unified management of resources, establishing a development model based on productivity and technology, and strengthening resilience capabilities.
