Vietnam private sector development via Resolution 68-NQ/TW
Overview
Vietnam continues to implement Resolution No. 68-NQ/TW to establish the private sector as a primary driver of the national economy. The initiative focuses on addressing bottlenecks in land, capital, human resources, and technology to foster innovation and job creation.
Early implementation resulted in significant administrative reforms, including the reduction of 697 procedures and the elimination of 1,754 unnecessary business conditions. These changes reportedly reduced administrative processing time by 53% and compliance costs by 54.6% compared to 2024. Economic data from 2025 and mid-2026 shows a surge in activity, with the total number of active enterprises exceeding 1.066 million.
As of late September 2026, labor market integration remains a key component of this development. In Hanoi, authorities have reached 94.1% of their annual employment target, having placed 160,981 individuals toward a goal of 170,000. Demand is being driven by the expansion of the construction, technical, manufacturing, and logistics sectors.
Regional efforts to support the private sector are also underway. During the Vietnam Private Sector Forum 2026 in Lam Dong, leaders and the Vietnam Young Entrepreneurs Association discussed overcoming institutional, capital, and land obstacles. Discussions emphasized the necessity of institutional reform, improved access to credit for small and medium-sized enterprises, and the use of public-private partnerships to advance high-tech agriculture, tourism, and logistics.
