Vietnam leadership changes and Tuyên Quang exam scandal

Overview

In late July 2026, Vietnam’s Central Party Committee announced several provincial leadership appointments, including Deputy Minister of Finance Nguyễn Đức Tâm as the prospective Chairman of the Quảng Ngãi People’s Committee and Lieutenant General Tô Anh Dũng as Chairman of the Thanh Hóa People’s Committee.

Following these changes, Tuyên Quang Province underwent a senior official reshuffle amid an investigation into the 2026 High School Graduation Exam at Tuyên Quang Specialized High School. The Ministry of Public Security has indicted 29 defendants for abusing positions and powers during the exam process.

As a direct consequence of the investigation and findings regarding personnel management, Vũ Đình Hưng, Director of the Tuyên Quang Department of Education and Training, was suspended from his position for up to 30 working days, effective August 10, 2026.

To manage the crisis, Vice Chairman Đỗ Anh Tuấn has been assigned to directly oversee the Department of Education and Training and lead a steering committee for a re-examination of 328 affected students. To ensure objectivity during the re-examination process, the province is mobilizing personnel from educational institutions not directly involved in the case. Meanwhile, Vice Chairman Vương Ngọc Hà, who was relieved of direct supervision over the education sector, has been reassigned to oversee culture, sports, tourism, and health.
