Vietnam road accident victim support policy

Overview

The Vietnamese government has established a framework for financial assistance to road traffic accident victims and their families through Decree No. 279/2025/ND-CP. The policy, issued by the Ministry of Public Security, utilizes the Road Accident Damage Reduction Fund to support disadvantaged individuals and community reintegration.

Under the regulations, victims with bodily injuries between 31% and 81% may receive up to VND 10 million ($384) per accident, while those with injuries exceeding 81% can receive up to VND 100 million ($3,840). Families of deceased victims facing economic hardship are eligible for up to VND 20 million ($768) per case. Additionally, the decree provides support for those providing immediate aid, including up to VND 10 million for organizations involved in emergency treatment or transport and VND 5 million for individuals.

While initial reports indicated a September 1, 2026, implementation date, the decree specifies that the new regulations are set to take effect on December 15, 2025.
