Vietnam social media legal enforcement
Overview
Vietnam is increasing legal and criminal enforcement regarding social media activities. Under Decree 330/2026/NĐ-CP, individuals face fines for the unauthorized disclosure of personal data, such as images, phone numbers, or private messages, on platforms like Facebook and Zalo. In severe instances, such disclosures may lead to criminal liability.
In a criminal proceeding, the Ministry of Public Security's Criminal Police Department has targeted a group for the illegal provision or use of telecommunications and computer network information. Ringleaders Pham Tien Manh and Nguyen Ngoc Tuy allegedly used the YouTube channel ‘Doi TV’ to produce and upload short films depicting gang-related violence involving knives and guns to generate revenue. The investigation has progressed to the prosecution of 17 individuals, including well-known social media figure Nguyen Van Dung (known as ‘Dung troc Ha Dong’), alongside a production crew of directors, camera operators, and actors recruited to portray gang members.
In a related crackdown, authorities in Hai Phong processed a group led by Pham Huy Tuyen for producing nearly 800 videos promoting illegal gambling and fraudulent equipment.
Additionally, authorities have issued administrative fines for misinformation and offensive content. In Phu Tho Province, an individual was fined 12.5 million VND for posting content that insulted the honor and dignity of others and included regional discrimination. In Thanh Hoa Province, an individual was fined 10 million VND for sharing unverified information on Facebook regarding a purported murder that investigations confirmed did not occur.
