Consequently, operators often rely on broad regional forecasts that may not accurately reflect specific river basin rainfall. Many medium and small reservoirs constructed in the 1970s and 1980s face increased risks of failure due to siltation, lack of regular maintenance, and incomplete technical documentation. Infrastructure degradation is also impacting water quality and availability at the local level. In Quảng Ngãi province, residents in the Phạm Văn Đồng University resettlement area have reported poor water quality for several years, describing tap water as “yellow, murky, and smelling of iron or fish.” Meanwhile, in Nam Ba Đồn commune, Quảng Trị province, hundreds of households face water shortages due to degraded gravity-fed supply systems dating back to 2006. To mitigate these risks, the Ministry of Industry and Trade has issued an action plan to ensure hydropower dam safety, power system stability, and the supply of essential goods like petroleum. This plan emphasizes a shift from reactive response to early prevention using scientific data.
