Virgin Trains Channel Tunnel service authorization

Overview

Virgin Trains has received authorization from the UK’s Office of Rail and Road (ORR) to challenge Eurostar’s monopoly on cross-Channel rail travel. The approval permits up to 20 daily return services between London St Pancras and several continental European cities, including Paris, Brussels, and Amsterdam, scheduled to operate from October 1, 2030, through December 31, 2040.

Martin Jones, the ORR’s Deputy Director of Access and International, described the authorization as a “significant step toward bringing competition and growth to the international rail services market.” To support these operations, Virgin has secured access to the Temple Mills International depot and intends to share a depot with Eurostar, while also securing maintenance land near the London 2012 Olympic Village. The company has indicated plans to invest £700 million in the project, which is expected to create hundreds of jobs at the Temple Mills site.

Virgin is currently exploring additional stops at Stratford International, Ebbsfleet International, and Ashford. Local MP Sir Stephen Timms noted that such international services would provide a “big and fast growing commercial opportunity” for regional regeneration.

Market competition is expected to intensify as other operators express interest. Italy’s Trenitalia intends to begin services as early as 2029, and Gemini Trains aims to operate 11 daily services by 2030. These combined efforts could increase total departures from approximately 25 daily round trips to roughly 55, potentially reaching frequencies of one train every 15 minutes by 2030. However, challenges regarding international permitting, rolling stock acquisition, and limited infrastructure capacity remain.
