Waste management and cleanliness reforms in Leipzig

Overview

Authorities in Leipzig have reported a significant rise in illegal waste disposal. Data from the Central Fine Authority indicates that in 2025, the city received 1,369 reports of violations, resulting in 46,521 euros in fines and warnings. This is a notable increase from 2024, when 939 reports led to 24,756 euros in fines. The disposal of approximately 4,500 tons of illegal waste and 3,400 discarded electrical appliances in 2025 incurred costs of around 684,000 euros, which are ultimately borne by the public.

In response to various factors including inflation and rising CO2 pricing, Leipzig is implementing waste management and street cleaning reforms starting in 2027. These changes include increasing waste collection fees and restricting weekly residual waste collection outside the city center to larger containers. Additionally, paper-based tokens for paper recycling will be replaced by digital versions in January 2027.
