Overview
Waste management challenges and initiatives are evolving across Romania and Moldova. In Romania, the National Confederation for Female Entrepreneurship (CONAF) has expressed concerns regarding the implementation of EU Regulation 2025/40 on packaging and packaging waste, warning that high administrative costs may disproportionately impact small and micro-enterprises.
Local Romanian authorities continue to launch specialized recycling efforts. In the Timiș region, initiatives have expanded from textile disposal to include periodic collection campaigns for bulky waste organized by ECO SERV, ADID Timiș, and local authorities. These campaigns accept items such as household furniture, mattresses, and large rugs, though they exclude hazardous waste, electronic equipment, and items contaminated with glass or concrete.
Significant progress has also been reported regarding the Deposit-Return System (SGR). RetuRO CEO Adela Smeu stated that the system has collected over 12 billion beverage containers and directed nearly 900,000 tons of material toward recycling in less than three years. Smeu noted that the system has established a “functional national infrastructure for collection and sorting,” helping Romania move toward European circular economy targets.
In the Republic of Moldova, the focus remains on hazardous materials. Despite a ban on asbestos import and use since 2024, the material persists in various buildings, including schools. Because a specialized hazardous waste disposal center is not expected to be operational until 2028, authorities are seeking interim solutions to manage the health risks of the carcinogenic material.
