Water supply crisis and political dispute in Vigo and Baiona

Overview

Vigo Mayor Abel Caballero has escalated his demands for regional intervention as the Eiras reservoir reaches historically low levels. To prevent a total shortage, the Vigo City Council has moved to pump water to the neighboring municipality of Baiona.

In a formal letter to Xunta President Alfonso Rueda, Caballero demanded the immediate commencement of studies for a new dam upstream on the Oitavén River. He argued that Vigo is disproportionately bearing the costs and responsibilities of managing supramunicipal infrastructure that serves several surrounding towns, including Baiona, Cangas, Moaña, and Redondela. The Mayor criticized the regional government for failing to maintain critical pipelines and for neglecting the long-standing need for increased water storage capacity. Furthermore, Caballero called for the dismissal of the regional minister responsible for the current management of the water supply system.

As of September 5, the Vigo City Council announced it would begin supplying water to Baiona this coming Monday to address urgent shortages. The water will be sourced from the Eiras system and pumped through the Macal system to the Zamáns dam, which will exclusively supply Nigrán and Baiona at a rate of 76 liters per second.

By September 7, the situation evolved into a political dispute. After the Xunta de Galicia warned that water is a “public good” and threatened legal intervention by Augas de Galicia if the Mayor used the resource for “political confrontation,” Caballero adjusted his rhetoric. He stated that Vigo will continue to provide water to Baiona as long as necessary, while defending the city’s infrastructure efficiency, noting an unregistered water loss rate of approximately 6.3%.
