Weather emergency and disaster response in Veracruz

Overview

Authorities in Veracruz have transitioned from disaster preparedness testing to active emergency response following severe weather events.

In early October, the state conducted large-scale emergency drills to test the first phase of the Early Warning System for Northern Veracruz (SAT-VN). This exercise, involving the State Civil Protection Secretariat and municipalities such as Poza Rica and Álamo, utilized acoustic alarms to simulate responses to flooding and landslides. The drills were intended to improve real-time monitoring for the Tuxpan and Cazones river basins following devastating floods in 2025.

By mid-October, the region faced actual weather-related damage caused by Cold Front 2. Heavy rains have led to the overflowing of the Agua Dulce, Coatzacoalcos, and Aguadulcita rivers, prompting preventive evacuations in several southern municipalities, including Agua Dulce, Coatzacoalcos, Ixhuatlán del Sureste, Las Choapas, Moloacán, and Nanchital. In the northern region, Álamo Temapache reported approximately 1,590 flooded homes, while Papantla reported 147 affected residences. Due to the weather, school activities have been suspended in 29 southern municipalities.

As of October 18, the impact of Cold Front 2 has resulted in at least ten deaths. In Villa Allende, four women died when a wall collapsed due to soil softening and a landslide. In Las Choapas, six family members died from carbon monoxide poisoning while using a gasoline generator during power outages.

Governor Rocío Nahle García is coordinating with federal and local authorities to manage emergency shelters and humanitarian aid. The Mexican Navy, Army, and Civil Protection have deployed emergency plans, including DN-III-E, Plan Marina, and Plan Tajín, with over 600 military and maritime personnel assisting with rescues. Regarding infrastructure, the Comisión Federal de Electricidad (CFE) has focused on repairing high-voltage transmission lines and replacing damaged transformers, reaching an 83.33% power restoration rate in the state.
