Overview
In mid‑July 2026 Winnipeg officials moved forward with a major wastewater modernization. On July 13 the city’s Public Service recommended council approve an $815.48 million contract with Red River Biosolids Partners to build new biosolids facilities at the North End Wastewater Treatment Plant, highlighting cost‑saving design changes such as thermophilic digestion and steel structures. The consortium, led by Aecon Water Infrastructure and bound by a 2022 social‑procurement directive, pledged increased Indigenous and under‑represented labour participation. Four days later, on July 17, the Aecon‑led consortium was formally awarded the contract, confirming the project’s aim to meet stricter environmental standards, protect waterways and expand capacity, with construction slated for Q4 2030 and substantial completion by Q1 2031.
In early August 2026 the Manitoba government announced a $500 million contribution toward the final, third phase of the upgrade, covering roughly one‑third of that phase’s cost and bringing the overall project budget to about $3 billion. The province is seeking a matching $500 million from the federal government. This phase will add a nutrient‑removal facility to curb algae‑promoting runoff into the Red River and Lake Winnipeg, supporting future residential and industrial growth. Construction on the overall upgrade began in 2021; the first headworks segment is near completion and the biosolids removal work is scheduled to start later in 2026.
