Xunta de Galicia 2027 budget proposal
Overview
The Xunta de Galicia has moved forward with its 2027 budget planning, initially projecting a total of 15,158 million euros. This budget represents a 6.4% increase over the current year, with a heavy emphasis on social spending and doubling investments in housing construction. The regional government intends to fund these initiatives through increased tax revenue driven by economic growth rather than new debt. As the proposal was submitted to the regional Parliament, the total budget figure was updated to 15,588 million euros. A primary feature of the plan is a series of tax reductions expected to save citizens approximately 63 million euros. These include a 0.25 percentage point reduction in the first four brackets of the regional income tax (IRPF), as well as tax cuts for housing transactions and increased inheritance tax exemptions for family businesses. The proposal has met opposition from the BNG, which characterized the tax cuts as “ridiculous,” claiming they primarily benefit the wealthy and will be offset by inflation. Critics also noted that because the cuts only apply to the regional portion of the IRPF, the actual relief for taxpayers may be less significant than the government suggests. Following the proposal, Minister of Finance Miguel Corgos acknowledged that the planned IRPF reductions will result in unequal savings, noting that low-income individuals will see a smaller absolute reduction compared to middle-income earners. Corgos defended the measure as an attempt to prevent inflation from increasing the tax burden, though he stated that further tax relief is contingent on guaranteeing the necessary resources to maintain public services. Specific healthcare allocations have been detailed within the proposal. In the Vigo health area, 1,111.9 million euros is allocated, including 1.6 million euros for the emergency department at Hospital Álvaro Cunqueiro and 2.4 million euros for improvements at Hospital Meixoeiro.
