Yucatán governance under Governor Díaz Mena

In early August 2026, Governor Joaquín Díaz Mena signed administrative collaboration agreements with the municipalities of Izamal and Progreso to streamline property‑tax collection. The accords gave the towns access to the state’s fiscal agency systems, electronic payment platforms and legal expertise, with the aim of boosting revenue for public works such as street repairs, lighting, parks and markets. The municipalities also secured a share of federal development funds, and the governor highlighted the link between improved tax collection and better services for families.

A few days later, the governor faced sharp criticism over a series of enforcement actions and broader governance concerns. He announced the peaceful recovery of a state property in San José Tecoh and the temporary closure of 17 illegal logging sites in the Celestún biosphere reserve, emphasizing that “no one is above the law.” Opposition leaders, however, framed these moves as part of a wider crisis, citing protests over water supply, rising insecurity, land disputes, shortages of medicines and doctors, and perceived failures in public services and anti‑corruption efforts.

By mid-August, the administration shifted focus toward federal budget coordination. Díaz Mena met with the Undersecretary of Expenditures at the Ministry of Finance and Public Credit (SHCP) to discuss the 2027 Federal Expenditure Budget. Central to these discussions was the Metropolitan Welfare Plan, a priority initiative involving a 4.49 billion peso investment over three years for infrastructure and metropolitan development. The meeting also addressed critical state needs, including hospital equipment, medicine supplies, and the expansion of medical services.
