Mexican audit reforms and Yucatán procurement issues

The controversy began in May 2026 when a 36.6 million‑peso anesthesia contract awarded to Santek Health raised questions about procurement integrity at a Yucatán state hospital. The governor faced calls for transparency, and the health secretariat defended the award.

In mid‑June, the state secretariat justified a separate 15.4 million‑peso advertising contract with ADN Diferente, asserting compliance with legal and fiscal rules.

Later that month, Yucatán’s Supreme Audit Office released a sweeping audit for 2023‑2024, uncovering over 1.7 billion pesos in irregularities across ten agencies, including the health secretariat that had overseen the anesthesia deal. The report highlighted persistent documentation gaps and misallocation of funds, pointing to systemic weaknesses in state‑level fiscal oversight.

On 30 June, Mexico’s federal audit authority, the Auditoría Superior de la Federación (ASF), announced a nationwide audit overhaul. Coordinating with state audit bodies, the ASF will conduct integrated audits covering legal, financial, performance and budgeting aspects for all municipalities in the 2025 public‑account cycle. In its first 100 days it filed 21 criminal complaints alleging more than 600 million pesos in treasury damage and opened dozens of investigative and administrative‑responsibility proceedings involving officials at federal, state and municipal levels. The initiative signals a federal response to the pattern of irregularities highlighted in Yucatán and other states, aiming to strengthen oversight and recover misallocated resources.

Together, these developments trace a trajectory from isolated contract disputes and state‑level defenses to a broad state audit and, finally, a federal audit reform designed to address systemic procurement and financial management problems across Mexico.
