Yuen Long dog attack legal proceedings and regulatory review

On August 17, 2026, a large brown dog weighing approximately 60 kilograms attacked and killed two small pets—a 17-year-old miniature poodle and a 4-year-old bichon frise—at YOHO in Yuen Long. Witnesses noted the dog was not wearing a muzzle or a lead. Investigations by the Agriculture, Fisheries and Conservation Department (AFCD) revealed the dog had been involved in a similar incident on July 10, where it attacked a corgi at the same location.

Following the August incident, the owner, 52-year-old Ng Sui-ting, was arrested. He appeared at Tuen Mun Magistrates’ Courts facing charges of permitting a large dog to enter or remain in a public place without proper restraint on both July 10 and August 17. The dog, a Spanish mastiff named Larry, was reportedly corralled by police using shields and display boards before department staff took control. Acting Principal Magistrate Daniel Tang Siu-hung adjourned the case until October 29, granting Ng cash bail of HK$3,000 under conditions that he remains in Hong Kong, resides at his reported address, and does not contact prosecution witnesses.

The incident, alongside other violent dog attacks in Hong Kong, has prompted government officials to review pet control regulations. Secretary for Environment and Ecology, Wong Tak-hin, announced a review of the definition and list of ‘fighting dogs’ and a comprehensive assessment of control measures for dangerous and large dogs. The government aims to submit recommendations to the Legislative Council within the year, while lawmakers debate whether to increase penalties or focus on public education and microchipping.
