Yunlin County disaster resilience initiatives

Overview

The Yunlin County Government has implemented several infrastructure and technology projects aimed at improving disaster resilience and mitigating the impact of extreme weather.

In Shuilin Township, a major flood mitigation project was launched to address recurring flooding and embankment breaches, such as those seen following Typhoon Gaemi. Funded by the Water Resources Agency, this 189.5 million TWD initiative includes the construction of a new pumping station and a low-lying detention basin to protect agricultural lands and residential areas. The project also incorporates a real-time water monitoring system.

Complementing these physical defenses, the county launched the ‘Guardian Communication Network,’ a 30 million TWD disaster backup system developed in collaboration with Chunghwa Telecom. This network connects 20 township and city offices with disaster relief units through 30 communication stations located in high-risk mountainous, remote, and coastal regions. By integrating microwave, digital radio, satellite, and video technologies with dedicated energy storage, the system aims to prevent ‘information islands’ during power outages or network failures.
