Zagreb municipal labor and utility management issues
Overview
In early October, Zagreb Mayor Tomislav Tomašević addressed a three-day strike by Zagreb Holding and ZET workers that disrupted waste collection and public transport. While acknowledging the right to strike, the Mayor criticized the organization of the action for failing to follow rules regarding essential services for public health and safety.
By late October, the situation at the public transport company, ZET, was described by the Mayor as “urgent.” He reported that the collective agreement was not in effect, resulting in salaries and material rights being paid based on unilateral management decisions while negotiations for a new agreement continued.
During the same period, the administration addressed waste management concerns, including a new four-year framework agreement for the Jakuševec landfill and efforts to combat “organized crime” related to illegal dumping in the Ježdovec forest.
