AI regulation and integration efforts in Greece
Overview
Discussions regarding the regulation and integration of Artificial Intelligence (AI) continue to evolve across Greek diplomatic, domestic, and labor sectors.
At the UN General Assembly, Greek Foreign Minister Giorgos Gerapetritis has advocated for a robust international regulatory framework. Co-hosting a high-level event with India, Gerapetritis called for the establishment of an international monitoring body, licensing rules, and sanctions to ensure AI remains human-centric and governed by international law. He specifically noted the dual-use nature of the technology, highlighting its potential to enhance maritime security and situational awareness while posing new vulnerabilities.
Domestically, AI is driving significant changes in the Greek real estate market. According to Spitogatos, the technology is transforming the industry from property searches to contract management. Future developments are expected to include a shift from traditional filters to consultative, conversational searches that understand user lifestyles, as well as the automation of listing creation through enriched descriptions, photo enhancement, and virtual space staging.
Thirteen rectors of major Greek public universities are also developing a roadmap for AI integration in higher education, focusing on academic ethics, transparency, and equity to address concerns regarding ‘cognitive conditioning’ or an ‘illusion of learning’.
In the labor sector, the Ministry of Labour and Social Security is advancing a legislative framework to transpose European Directive 2024/2831 into national law. Minister Niki Kerameus has received a report from a legislative committee chaired by Ioannis Skandalis to address algorithmic human resources management and the conditions of digital platform workers. The proposed law seeks to prevent ‘uncontrolled algorithmic management’ by banning the processing of sensitive biometric, health, or psychological data and requiring mandatory human oversight for critical employment decisions. The framework also mandates impact assessments and transparency for employees, with next steps involving consultations with national social partners and a focus on worker upskilling.
