Algeria economic diversification and industrial recovery

Overview

Algeria is implementing a broad strategy to strengthen national sovereignty and economic diversification through 2030. The government aims to reduce hydrocarbon dependence by expanding manufacturing, mining, and tourism, with specific targets to raise manufacturing to 12% of GDP and tourism to 3% of GDP.

In the energy sector, the nation is leveraging solar potential to reach 15,000 MW of renewable capacity by 2035 and is developing a national strategy for renewable hydrogen to serve domestic and European markets. Water security is also being prioritized through the construction of desalination plants.

To support industrial recovery, the state is working toward a December 31, 2026, deadline to reintegrate 139 industrial units previously seized in corruption cases. Minister of Industry Yahia Bachir noted that assets like the Safia cooking oil factory and the Khemis El-Khechna sugar refinery have already been transferred to public groups such as Agrodiv and Madar. A specialized agency and commission have been established to prioritize the reallocation of these assets to public companies.

Furthermore, the government has announced an ambitious plan to realize 20,000 investment projects by 2029. Led by Prime Minister Sifi Ghrieb, this roadmap focuses on a national census of economic land, digitizing land governance, and legal sanitation to unlock underutilized spaces for economic opportunity.
