Algerian domestic regulatory reforms

Overview

The Algerian government has initiated several regulatory updates across multiple sectors. In the housing and infrastructure sectors, new mandates require central heating in all new residential programs to improve safety. Additionally, the Ministry of Interior is implementing a national addressing system, having already recorded 1.5 million geolocatable addresses across 12 wilayas with the intent to cover all 69 wilayas by 2030.

Economic and educational sectors are also seeing increased oversight. The Ministry of Commerce is working to curb unjustified food price increases, while consumer protection groups are calling for stricter inspections of produce sales.

In education, the government has introduced executive decree n° 26-310 to regulate private institutions and end irregular practices. The decree mandates that private schools exclusively follow national curricula, use ministry-approved textbooks, and conduct instruction primarily in Arabic. It also establishes strict accreditation requirements for school founders and requires tuition fees to be announced three months in advance.

According to Yazid Bouanane of the National Autonomous Council of High School Principals, these measures are intended to “increase transparency and address long-standing criticisms from parents and educators regarding the lack of oversight in the private sector.” The regulations aim to align private school management with the national education system and constitutional requirements through standardized tuition frameworks and improved monitoring of academic results.
