Argentina military healthcare system restructuring

Overview

The Argentine government is restructuring the healthcare system for the military and security forces. President Javier Milei approved a new administrative and financial regime for the Obra Social de las Fuerzas Armadas (OSFA), an autonomous entity under the Ministry of Defense. This new regime includes an 8% employer contribution rate applied to the earnings of active military, civil, and OSFA staff.

This transition follows a severe financial crisis within the predecessor institute, IOSFA, which faces an estimated debt of approximately 213 billion pesos owed to healthcare providers. The instability led to service interruptions, forcing members to utilize public or military hospitals. Following the resignation of administrator Ariel Guzmán due to dissatisfaction from Defense Minister Carlos Presti regarding the liquidation process, Gonzalo Secchi has succeeded him as administrator.

As OSFA prepares to assume medical care for Army, Navy, and Air Force personnel on October 1, the National Treasury and the Ministry of Defense have initiated a process to cancel the historical debt. To restore services, OSFA has begun paying an initial batch of over 10,000 reimbursements totaling more than 5 billion pesos after an auditing process.

Labor unrest persists as the State Workers Association (ATE) protests the planned closure of 13 hotels and two recreational centers, which threatens 600 jobs. Tensions have escalated with the expiration of approximately 600 contracts on September 30 and reports of the government fencing off the IOSFA headquarters. ATE has warned of intensified measures if mass layoffs occur.
