Argentine provincial fiscal performance

Overview

Argentine provinces have reported varying fiscal performances and transparency levels amidst national economic challenges. In terms of fiscal governance, Entre Ríos secured second place nationally in the 2024 Provincial Budget Transparency Index (ITPP) with a score of 9.75 out of 10, trailing only Córdoba (9.90) and ahead of Santa Fe (9.70). This index evaluates the availability, detail, and timeliness of fiscal information provided via official government websites. Regarding provincial management, Neuquén’s legislature approved a 2025 General Investment Account showing a financial surplus of approximately 65 billion Argentine pesos. Chubut reported positive fiscal results for the first quarter of 2026, achieving a primary surplus of $49,258 million (6.3% of income) and a financial surplus of $22,184 million (2.8% of income), both surpassing the national provincial average of 4.9%. These results were achieved despite a 7.4% year-on-year real decrease in provincial income. Additionally, Santiago del Estero improved its fiscal result from 16.2% to 21.5% of its income during 2025, contrasting with most other jurisdictions that saw fiscal deterioration. Nationally, provinces recorded a combined primary deficit of 0.04% of GDP in 2025, the first since 2017. While the national government maintained a primary surplus of 1.4% of GDP, provincial spending grew by 5.3% in real terms, driven by a 6% increase in current expenditures like salaries and pensions, which outpaced a 2% growth in revenue. Personnel costs represent 44% of total provincial spending. Political dynamics are shifting alongside these fiscal trends. A study by QMonitor indicates a 93% correlation between social tolerance for economic adjustment and President Javier Milei's approval ratings. As tolerance for adjustment fell from 44% in October 2025 to 33% in July, presidential approval and voting intention also declined. In Córdoba, Milei's approval dropped to 48% amid rising household debt and poverty.
