ASEAN AI and Digital Policy Initiatives
Overview
In late July 2026, ASEAN ministers advanced coordinated AI‑focused programmes across multiple sectors. On 23 July, education ministers in Singapore approved a 2026‑2030 work plan that prioritises AI‑enabled learning, strengthened STEM curricula and character development, with Indonesia and Vietnam highlighting the plan’s inclusive, transformative goals. A few days later, on 26 July, ASEAN officials outlined trade‑related reforms linked to the Digital Masterplan 2030, adopted earlier in January by digital ministers in Hanoi. The updates stress AI governance, cybersecurity, submarine‑cable protection and reduced roaming fees, while seeking deeper alignment with the European Union and other partners to boost investment and digital market growth. Building on these regulatory themes, the ASEAN Law Forum 2026 took place on 18–19 August in Hanoi, Vietnam. The forum convened justice ministers, high-ranking officials, and representatives from the United Nations and the European Union to discuss ‘Applications of artificial intelligence in legislation and law enforcement in the digital age.’ During the forum, Vietnamese Deputy Prime Minister Lê Tiến Châu noted that while rapid advancements in AI and big data present increased risks, they also offer ‘expanded opportunities for breakthroughs.’ He emphasized that a transparent and stable legal system is essential for building trust among citizens and businesses. Discussions focused on strategic issues such as national AI sovereignty, regional AI governance, and human-centric technology, specifically exploring how AI might enhance judicial efficiency through legal research and the development of national legal databases. Parallel to these regional discussions, national efforts to secure data sovereignty have intensified. In Indonesia, the BKSAP DPR RI's AI Working Group is advocating for regulations to protect national interests. Bramantyo Suwondo, Vice Chairman of BKSAP DPR RI, highlighted the importance of maintaining control over national data through local models and digital infrastructure.
